Mr. Billows brings 50 years of administrative oversight to the AfriMed Network. His efforts have included the fields of commercial shipping, state government agency management, construction management, as well as sales and financial management. His work has included substantial development of US-Asian projects with a strong emphasis on interaction with the government and private sector in China.

Since 2016, Mr. Billows has been providing management for the establishment of the Shanghai Zhangjiang Boston Enterprise Park in Massachusetts that will create the first-of-its-kind US-China site for biotech and medical technology joint ventures in the United States.

In 2002, Mr. Billows, in his then-role of Deputy Port Director for the Massachusetts Port Authority, played a critical role in building a partnership between the Port of Boston and China COSCO SHIPPING, creating a weekly port call by COSCO ships that has led to an increase of 30,000 jobs in the New England six states over the past 15 years.

Mr. Billows is a graduate of Northeastern University with a degree in Business Administration. He is a member of numerous domestic and international business associations and holds a pilot’s license.
